RFP #66812-26-0012 Professional Services for WW2 Flight Training Base Master Plan

The City of Douglas is seeking professional services for the development of a Master Plan for the World War II Flight Training Base. The plan will serve as a guiding document for preservation, adaptive reuse, and long-term management of the site. The selected consultant will be responsible for conducting historical research, site assessments, stakeholder engagement, and plan development. The project is financed in part with assistance from the Historic Preservation Fund, administered by the National Park Service. • The consultant will conduct historical research and documentation of the site's significance and existing conditions. • The consultant will evaluate historic structures and identify stabilization, preservation, or adaptive reuse needs. • The consultant will facilitate stakeholder engagement and public input sessions. • The consultant will develop a comprehensive Master Plan, including preservation guidelines, adaptive reuse strategies, funding strategies, and interpretive/tourism programming concepts. • The consultant will assist the City in maintaining compliance with DCA Qualified Local Government eligibility and audit documentation.
