SBWRP Reverse Osmosis System - Advertisement Notice Only (NO BIDS)

The City of San Diego is seeking a qualified contractor to design‑build a reverse‑osmosis water‑treatment system at the South Bay Water Reclamation Plant. The scope includes demolition of existing equipment, civil site work, installation of membrane filtration and RO units, associated mechanical, electrical, and structural work, and landscape planting. The contract is a lump‑sum BO with unit‑price provisions and a $19.3 M estimated value. • Demolish and remove existing electrodialysis reversal units, concrete slabs, canopies, and process piping. • Install new slab‑mounted membrane filtration (MF) and reverse‑osmosis (RO) trains, complete with new piping, electrical equipment, lighting, bridge‑crane, and retaining walls. • Perform extensive civil construction: grading, sub‑grade prep, utility trenching, pavement restoration, storm‑water and sewer connections, and landscape planting of ~11 trees. • Mandatory pre‑bid meeting (June 2) and site visit (June 30) with a notarized Confidentiality Agreement required before access to plans. • Requires Class A contractor’s license, adherence to City PLA, and SLBE/ELBE subcontracting goals (total 2.6% of subcontract value).
