Description

The Vermont Agency of Agriculture, Food, and Markets (VAAFM) is seeking a modernized solution to replace the legacy USAFoodSafety application. The new system should enhance the management of dairy-related food safety activities, including inspections, permits, licensing, enforcement, and compliance. The solution should provide a robust and user-friendly toolset for inspectors, administrators, and the public, and improve operational efficiency, data accuracy, and user experience. The contract will include a period of implementation services and five years of annual operating costs. • The system should centralize dairy food safety information from state and local sources into a comprehensive statewide repository. • The system should synchronize and integrate inspection data with processes such as licensing, certification, laboratory sampling, billing, and accounting. • The system should provide a public-facing complaint portal and self-service online licensing/registration workflows. • The system should include advanced reporting capabilities and a robust payment disbursement system. • The contractor should utilize Microsoft Azure DevOps for traceability of requirements, business rules, test cases, and bugs. • The contractor should provide a detailed plan for data migration, testing, and training.
