Registered Apprenticeship Alignment to the WF Syst

The Department of Labor and Industry (DLI) is requesting proposals to provide technical assistance and subject matter expertise to align policies and procedures used within the statewide registered apprenticeship system with those within the statewide workforce system administered through the Minnesota Department of Employment and Economic Development (DEED). The selected contractor will be expected to identify key barriers, research other states' efforts, facilitate meetings, recommend policies, deliver targeted training, and develop a guide on WIOA funding and apprenticeship. The contract term is anticipated to be from April 1, 2026, to June 30, 2027, with the option to extend. Key tasks and deliverables include: • Identifying key barriers to provide greater access to federal WIOA funding for registered apprentices • Researching other states' efforts to align policies between registered apprenticeship and the workforce system • Facilitating meetings between DEED, DLI, and possibly the United States Department of Labor (USDOL) • Recommending specific apprenticeship-related WIOA policies to DLI • Delivering targeted training and technical assistance for workforce development boards • Developing a guide on WIOA funding and apprenticeship
