The Toledo Area Regional Transit Authority (TARTA) seeks a qualified firm to design, develop, and implement a comprehensive zero‑emission bus (ZEB/BEB) maintenance training and apprenticeship program that will build internal capability as the agency transitions its fleet to electric vehicles. The contractor will conduct a skills‑gap analysis, create role‑based competency pathways, develop modular curricula, produce train‑the‑trainer materials, design hands‑on OJT exercises, and establish governance structures for apprenticeships, while delivering all materials in editable electronic formats for long‑term use.
• Conduct discovery and validate training needs across maintenance, safety, operations, and labor groups.
• Produce a phased training roadmap aligned to fleet rollout schedules.
• Develop curriculum covering high‑voltage safety, electrical theory, diagnostics, troubleshooting, and maintenance of ZEB/BEB and hybrid vehicles.
• Create role‑based competency matrices and apprenticeship frameworks with OJT logs, mentor tools, and assessment criteria.
• Design and deliver a Train‑the‑Trainer program and pilot curriculum modules.
• Identify and recommend education, labor, and industry partners for supplemental instruction.
• Provide equipment, PPE, and training‑aid specifications, plus a continuous‑improvement and tracking plan.
• Deliver all deliverables (curricula, guides, tools, reports) in editable electronic format and support knowledge‑transfer for sustainable internal delivery.
