Comprehensive Public Transportation Training Program Development and Management

The Virginia Department of Rail and Public Transportation is seeking qualified consultants or entities to help design, develop, and manage a comprehensive public‑transportation training program and to foster communities of practice for transit agencies across the Commonwealth. The effort will tailor curricula for both large urban and smaller rural transit providers, covering technical and non‑technical topics to enhance workforce competencies, align with industry standards, and promote a culture of lifelong learning within the transit sector. • Develop and deliver training curricula (technical, operational, safety, customer service, etc.) for diverse public‑transportation agencies. • Create and sustain communities of practice to share best practices, lessons learned, and continuous improvement among transit providers. • Provide program management services, including needs assessments, curriculum design, delivery methods (in‑person, virtual), and evaluation metrics. • Target audiences include large and small urban transit operators, rural providers, and related technical/non‑technical staff. • The solicitation is an RFI; no bid submission is required at this stage, and responses are due by November 30 2026.
