26-001 Creation of a Unified Development Ordinance

The City of Zebulon, Georgia is seeking a consultant to create a Unified Development Ordinance (UDO) that will meet the applicable state laws and regulations. The consultant will evaluate the existing ordinances, meet with City staff and boards, and develop a new UDO. The scope of services includes reviewing existing ordinances, meeting with the Public Works Director, outlining a framework for the new UDO, and presenting drafts to the City working group and Planning and Zoning Commission. The project is expected to last around 6 months, and the City has budgeted a certain amount for this project. The consultant will be required to maintain liability insurance coverage and provide a fee proposal for the cost to perform the work outlined in the Scope of Services. • The consultant will be responsible for evaluating the existing ordinances and developing a new UDO. • The consultant will meet with City staff and boards to discuss current and anticipated development patterns and desired outcomes from the UDO development process. • The consultant will provide written monthly progress reports/status updates and incorporate feedback from the City to develop a 50% draft of the proposed UDO. • The consultant will present the 50% draft to the Planning and Zoning Commission for their review and feedback. • The consultant will incorporate changes from this review and develop a 70% draft, which will be presented to the City working group for review and feedback.
