Description

The U.S. Coast Guard is seeking information from sources who can provide technical, cost, and schedule information for potential HC-144B Non-Developmental Item (NDI) aircraft engine systems retrofit solutions. The goal is to identify viable alternative propulsion solutions that can improve engine reliability, maintainability, and lifecycle cost while maintaining or enhancing performance in all mission areas. Respondents should provide information on their proposed engine/propeller solution, performance comparison to the baseline, status of any certifications or prior similar installations, and rough order of magnitude costs and installation schedule. * The HC-144B aircraft operates in a maritime environment and requires frequent operation at lower altitudes. * The proposed engine/propeller solution should minimize aircraft downtime and required airframe/system modifications. * The solution should comply with prevailing airworthiness standards (FAA FAR 25, EASA CS-25, or U.S. military equivalent). * The Coast Guard is seeking information to develop a strategy to maximize operational effectiveness and minimize total ownership cost of the HC-144B fleet.

Budget estimate

$18,000,000 – $90,000,000

The budget for this opportunity is difficult to estimate because the document does not provide a specific budget or cost range. However, based on the information provided, it appears that the Coast Guard is seeking a retrofit solution for the HC-144B aircraft, which could potentially involve significant costs. The Coast Guard operates 18 HC-144B aircraft, and the proposed solution should minimize aircraft downtime and required airframe/system modifications. Assuming an average cost of $1 million to $5 million per aircraft for the retrofit, the total budget could range from $18 million to $90 million. However, this is a very rough estimate and should be taken as a rough order of magnitude. Factors that may influence the likely payment range include the complexity of the retrofit, the number of aircraft that will be modified, and the cost of any necessary airframe modifications or special tools/support equipment.
