Sources Sought Notice- Extra High Voltage (EHV) Hot stick/Barehand/Rope Access training for Craft members

The Western Area Power Administration (WAPA) is seeking sources for Extra High Voltage (EHV) Hot stick/Barehand/Rope Access training for Craft members. The training will be held on the Flagstaff Transmission Line in Arizona and will cover topics such as EHV hot stick demonstrations, energized EHV rope access methods, and barehand work methods. The contractor will be required to provide a qualified instructor, training materials, and equipment. The period of performance will be from September 14, 2026, to September 25, 2026, with the possibility of three additional days in case of inclement weather. The contractor will also be required to comply with all applicable federal, state, and local safety and health laws and regulations. Some key points to consider include: • The training will be an 80-hour certification class for up to 30 persons. • The class will be scheduled to meet WAPA's Hot stick-Barehand-Rope Access requirement. • The contractor shall provide Certificates of completion to craft personnel that have successfully taken the training. • The training shall be conducted during the hours of 7:00 am and 4:00 pm, Monday through Friday, with weekends included. • The contractor will utilize Western's equipment required for the performance of the work under this contract. • The Government will provide electrical power (120-volt AC) at existing power outlets for the operation of equipment as necessary to perform services.
