The City of Panama City is seeking qualified firms to develop the 805 N East Avenue property (Bay County Property ID 15892‑000‑000). The scope may include planning, design, permitting, financing, construction, and construction‑management services to create a mixed‑use, walkable neighborhood that aligns with the city’s strategic vision. Proposers must demonstrate financial capability, technical expertise, and the ability to negotiate and execute a development agreement. No reimbursement for proposal preparation is provided.
