Description
The City of Billings is seeking a qualified consulting firm to provide comprehensive professional engineering services for the reconstruction and widening of Grand Avenue between 41st and 62nd Streets. The scope includes right‑of‑way acquisition, utility coordination, environmental compliance, preliminary and final design, storm‑water and drainage studies, traffic analysis, public outreach, construction‑phase engineering, and preparation of record drawings. The consultant will work under a cost‑plus‑fixed‑fee contract, with award anticipated before Jan 1 2027 and construction slated for 2028‑2029.
• Full‑service civil/transportation engineering for a multi‑lane urban corridor
• Preliminary, detailed, and final design, including storm‑water, traffic, and ADA improvements
• Right‑of‑way acquisition, utility relocation, and environmental (NEPA/MEPA) compliance
• Public outreach, stakeholder meetings, and coordination with MDT and city agencies
• Construction administration, field observation, QA/QC, and close‑out documentation
• Contract awarded prior to 1 Jan 2027; design contract March 2027; construction 2028‑2029
• Single‑contract award; proposals due 20 Nov 2026; questions due 13 Nov 2026.
