Description
This solicitation seeks a vendor to supply a complete, ready‑to‑use Sexual Assault Evidence Collection Kit for the State of Maine. The Master Agreement will allow state agencies, municipalities, and school districts to order kits on an as‑needed basis for a base year with up to four optional one‑year extensions. The vendor must provide a fully assembled kit that includes all required forms, labels, swab envelopes, clothing bags, bio‑hazard tags, tracking labels, and ancillary items such as a drying rack and nail clippers, and must be able to ship the kits within six weeks of final artwork approval. The contract is awarded on a firm‑price, FOB‑Destination basis, with payment on net‑30 terms after invoice receipt.
• Deliver 1,000 kits per year (estimated) meeting the detailed component list in Appendix B.
• Provide product data sheets, equivalency documentation (if using alternate items), and a free sample kit before the May 6 2026 deadline.
• Contract term: 1‑year base period (June 1 2026 – May 31 2027) with up to four one‑year extensions, for a potential total duration of five years.
• Vendor must maintain price certainty for at least one year and submit a firm unit price that includes FOB‑Destination shipping.
• All communications and submissions are to be made through the Advantage ME/VSS electronic procurement portal.
