Description

The County of Riverside is seeking a qualified non-profit organization to provide co-ed behavioral health services at the Mead Valley Wellness Village Substance Use Disorder Residential Treatment and Sobering Center. The center will provide a 40-bed residential facility and a 15-bed adjacent Sobering Center, offering a continuum of care treatment and wrap-around support to assist in the prevention of incarceration and re-offending. The target population to be served includes adult residents of Riverside County with a history of mental health and/or substance abuse disorder who are currently in contact with the criminal justice system. The selected provider will work collaboratively with the County to form an integrated network of care for the targeted population. Key services to be provided include: • Substance use disorder treatment and related services • Residential treatment and sobering center services • Case management and care coordination • Housing and community supports • Restorative justice activities • Diversion from incarceration and correctional facilities • Reduction of recidivism and re-arrest The provider will be required to achieve the goals of diversion and/or alternatives to incarceration for qualified offenders, and to minimize unnecessary utilization of space resources, staffing resources, clinical services, and detention services in the Riverside County jails.

Budget estimate

$5,000,000 – $20,000,000

The budget for this opportunity is not explicitly stated in the document. However, based on the scope of services and the target population, it can be estimated that the contract value will be substantial, likely in the range of $5 million to $20 million per year, considering the costs of operating a 40-bed residential facility and a 15-bed sobering center, as well as providing comprehensive services to the target population. The actual budget will depend on various factors, including the provider's experience, qualifications, and proposed services, as well as the County's budget and funding availability.
