Affordable Homeownership Revolving Construction Catalyst Fund Administrator

The Washington State Housing Finance Commission is seeking a qualified Community Development Financial Institution (or similarly mission‑aligned financial intermediary) to serve as the administrator of the Affordable Homeownership Revolving Construction Catalyst Fund, a proposed $10 million program‑related investment. The administrator will design, launch, and manage a statewide revolving loan fund that provides low‑cost financing to nonprofit developers producing affordable owner‑occupied homes, oversee underwriting, servicing, repayment, and reporting, and pursue additional capital leverage opportunities. • Fund setup and administration, including policy creation, financial controls, and compliance monitoring. • Loan origination, underwriting, and servicing for eligible nonprofit developers across Washington State. • Ongoing portfolio management, performance reporting, and capital‑leveraging through public, private, and philanthropic sources. • Required deliverables include quarterly/annual reports, strategic recommendations, and adherence to affordable‑housing, shared‑equity, and off‑site construction criteria.
