On-Call Environmental (CEQA) Consulting Services

The City of Huntington Beach is establishing a three‑year on‑call list of qualified environmental consulting firms to provide CEQA‑related services for planning‑related development projects on an as‑needed basis. Firms will submit a Statement of Qualifications (SOQ) and, if selected, may be invited to prepare project‑specific proposals and enter into professional‑services agreements for tasks such as preparation of Initial Studies, Negative Declarations, Environmental Impact Reports, technical studies, peer reviews, and public‑meeting support. The RFQ is deadline‑driven, requires comprehensive insurance coverage, and uses a qualifications‑based selection process. • Provide on‑call CEQA consulting (EIRs, NDs, technical studies, peer reviews, scoping, public‑meeting support). • Submit a 20‑page narrative SOQ, staff resumes, references, and a detailed fee schedule by 12 Feb 2026. • Must maintain General Liability, Automobile, Workers’ Compensation, and Professional Liability insurance with specified limits and additional‑insured endorsements. • Contract term is three years; work is on a time‑and‑materials or fixed‑fee basis per project, invoiced monthly with 30‑day payment terms.
