The U.S. Air Force is seeking a commercial contractor to provide full‑service instructional design, curriculum development, delivery, and Learning Management System (LMS) support for the Civilian Leadership Development School (CLDS) at Maxwell Air Force Base, Alabama. The effort includes staffing three labor categories—Training & Development Specialists, Instructional Systems Designers, and LMS Design Coordinators—for a twelve‑month period, delivering both online and resident training in compliance with federal education statutes. Proposals must include a detailed management plan covering recruitment, retention, and cross‑training strategies, as well as unit pricing for each CLIN.
