Harbor Park Pump Station - Design-Build Services - Request for Qualifications

The City of Norfolk is seeking a Design-Builder to provide turn-key design and construction services for the Harbor Park Pump Station. The project includes the design and construction of a new pump station facility, paved maintenance access, service utilities, stormwater management, fencing and gating, and other incidental site features. The Design-Builder will be selected through a two-phase procurement process, with the first phase consisting of a Request for Qualifications (RFQ) and the second phase consisting of a Request for Proposals (RFP). The selected Design-Builder will be responsible for providing all necessary design and construction services to deliver a complete and operational facility. • The project includes the construction of an approximately 5000 square foot, two-story pump station. • The pump station will be designed to convey stormwater runoff from the landside of the proposed adjacent U.S. Army Corps of Engineers (USACE) Norfolk CSRM project. • The project requires experience in the design-build construction of stormwater pump stations and/or similar types of facilities. • The Design-Builder must demonstrate sufficient financial ability to perform the contract, with a minimum bond amount of $30 million. • The project requires compliance with Davis Bacon and Related Acts (DBRA) and the implementation of prevailing wage rates and fringe benefits for laborers and mechanics.
