Description

The City of Benicia is seeking a qualified contractor to fully rehabilitate two media filters at its Water Treatment Plant. The work includes removal and disposal of existing granular activated carbon (GAC), sand and gravel; inspection and repair of the under‑drain system; interior concrete surface preparation, coating with a NSF/ANSI‑61‑approved elastomeric polyurethane system; and installation of new filter media (gravel, sand, and virgin GAC) to specified depths. The contractor must provide all labor, materials, equipment, testing, documentation, and ensure compliance with AWWA standards, OSHA, and environmental regulations. The project is scheduled to start after contract execution on November 3 2026, with a mandatory pre‑bid conference and site walk on September 8 2026. Questions are due September 15 2026; proposals are due September 29 2026. Award is expected October 22 2026. • Replace filter media (GAC, sand, gravel) in two 20‑inch filters. • Apply a two‑coat protective polyurethane coating (≈200 mil base, 50 mil top). • Inspect and repair under‑drain and interior concrete as needed. • Provide disposal manifests, testing reports, and final completion documentation. • Mandatory pre‑bid meeting & site walk on September 8 2026. • Proposal deadline September 29 2026; award October 22 2026.

Budget estimate

$300,000 – $800,000

Based on the detailed scope—removal and disposal of ~2,200 cu ft of media, procurement of new GAC, sand, and gravel, a full interior concrete coating system, labor for inspection/repair, and commissioning—the total contract value is likely in the mid‑hundreds of thousands. Similar municipal filter rehab projects typically range from $300 k for a basic media swap to $800 k when extensive coating and structural repairs are required. Factors influencing the final amount include the condition of the existing concrete, the cost of the specialized polyurethane coating, disposal fees, and any unforeseen under‑drain repairs.
