Pre-Solicitation RFP 25-4-002-1 SMARA-4

The California Department of Conservation is seeking a qualified bidder to provide a Surface Mining and Reclamation Act (SMARA) Case Management Software as a Service (SaaS) solution. The solution should include internal workflow management, entity management, document management, external stakeholder portals, and enhanced reporting capabilities. The contractor will be responsible for providing a unified, integrated, enterprise system that will help the Department of Conservation manage its administration of SMARA. The system should be able to track documents, communications, and data for over 1,100 operating mines, and provide secure access to submit required data and documents to the Division of Mine Reclamation. The contractor will also be responsible for providing training and support to the Department of Conservation staff. • The solution should be able to manage a wide variety of documents and reports, including Reclamation Plans, Annual Reports, Financial Assurance Cost Estimates, and Inspection Reports. • The solution should be able to provide secure access to submit required documents for Lead Agencies and Mine Operators. • The solution should be able to track and manage the status of all cases, including Annual Reports, and provide notifications and deadlines to ensure timely processing. • The solution should be able to provide enhanced reporting capabilities, including the ability to generate reports on PPL eligibility and compliance status. • The solution should be able to provide a public-facing dashboard indicating mine compliance status. • The solution should be able to provide secure access to approved documents associated with a given mine. • The solution should be able to provide rich GIS information for public users to access and integrate with other systems.
