Notice of Intent to Sole Source

The U.S. Department of Housing and Urban Development (HUD) intends to negotiate and award a Time and Materials (T&M) sole-source contract to Guidehouse for Field Compliance Review Services. The contract is for supporting HUD's Government National Mortgage Association (Ginnie Mae) Mortgage-Backed Securities (MBS) Program. The contractor will conduct Compliance Reviews to determine whether Ginnie Mae pools and underlying mortgages are being administered in accordance with Ginnie Mae requirements. • The current contract is set to expire on December 15, 2025. • The government is evaluating quotes submitted under Solicitation 86615525Q00005, which closed on September 26, 2025. • The government shutdown has delayed the evaluation process and the subsequent task order award. • The sole source contract will provide the necessary time to complete technical evaluations, conduct a thorough price analysis, and finalize the award of the new task order.
