The County of Santa Barbara is seeking to procure a Thermo Scientific TruNarc™ Delta Handheld Narcotics Analyzer or equivalent. The device should be capable of identifying multiple controlled substances, including narcotics, synthetic drugs, cutting agents, and precursor chemicals. The device must also be able to identify fentanyl and its variants, as well as other substances. The successful bidder will be required to provide a device that meets the specified requirements, including a 1-year warranty and free basic software updates. • The device must be a handheld, easy-to-use field device for presumptive testing of narcotics. • The device must be capable of testing fluorescent substances and low-concentration mixtures. • The device must be able to identify 1,000 substances or a comparable list of substances. • The device must provide point-and-shoot test results in real-time within a couple of minutes. • The device must include a companion admin software or equivalent. • The device must have unlimited access to an eLearning course or equivalent. • The device must be self-contained, with no phone app required. • The device must have a 1-year warranty, including factory repair and loaner units when available, and 24/7 technical support.
