RFP - 2026 Water Quality Trading Framework Project Support

The City of Santa Rosa seeks a qualified consulting firm to provide professional services supporting its Water Quality Trading Framework (WQTF) for the Laguna de Santa Rosa watershed. The work includes annual verification of four existing credit‑generating projects, development of new nutrient‑offset projects, and preparation of technical memoranda and reports for submission with the Discharge Season Annual Report. The consultant must conduct site visits, coordinate with landowners, and deliver both draft and final reports on a set schedule. • Perform annual on‑site inspections of existing WQTF projects (Beretta Dairy, Colgan Creek, Laguna Reaches, Pepperwood Preserve). • Produce draft (June 15) and final (June 30) credit‑verification reports for inclusion in the city’s annual discharge report. • Identify, prioritize, and develop new phosphorus‑offset projects, delivering quarterly updates and a final technical memorandum outlining design, implementation, and credit estimates. • Provide a detailed work plan, team qualifications, rate schedule, and conflict‑of‑interest disclosures as part of the proposal.
