The Splendora Independent School District is seeking a turnkey operator to manage the High School Wastewater Treatment Plant, District Water Wells, and various campus lift stations. The contract will begin on July 1, 2026, and will have a term of one year with the option of four one-year renewals. The selected vendor will be responsible for providing all labor, supervision, chemicals, laboratory sampling, and professional engineering services for the 2029 permit renewal. Some key aspects of the job include: * Providing monthly effluent, quarterly DLQOR, and annual CCR samples * Performing all plant and field maintenance in accordance with Standard Industry Practices and the Equipment Manufacturer’s Recommended Maintenance (OEM) schedules * Hiring, managing, and paying all fees associated with Baxter & Woodman, Inc. (District Engineer) for the renewal * Coordinating with TDLR and TCEQ as needed to resolve various plant compliance issues * Preparing and filing discharge monitoring reports, CCR, and other public notices as needed * Maintaining and updating the Lead Service Line Inventory and coordinating all LCRI school-specific sampling and reporting.
