The Village of Oak Park is seeking a single, cloud‑based platform that unifies citation processing, parking‑permit administration, enforcement operations, and mobility‑management tools. The vendor must deliver software (CPMS, PMS, web portal), hardware (handheld devices, LPR cameras), integration with financial, DMV, and third‑party systems, ongoing support, training, and optional secondary‑collection services. The contract runs for an initial three‑year term with possible two‑year extensions.
• Provide a fully configured citation‑management system with real‑time integration to BS&A, PARCS, IDROP, and Illinois DMV.
• Supply and install at least 10 rugged handheld enforcement devices and 4–5 license‑plate‑recognition units, plus ongoing warranty and support.
• Deliver a white‑label, mobile‑friendly resident portal for payment, appeal, permit issuance, and analytics, plus 24/7 emergency support and SLA‑driven response times.
• Offer optional collection‑agency services billed as a percentage of delinquent citation revenue, and optional print‑and‑mail services.
