Notice of Intent to Sole Source - Weapons Synthetic Training System

The NAVSUP Fleet Logistics San Diego (FLCSD) intends to award a Sole Source contract to Conflict Kinetics Corporation to establish a Weapons Synthetic Training System (WSTS). The WSTS will enable sailors to develop proficiency in small arms weapons handling and employment while in port major fleet concentration areas of San Diego, CA. The system must support sustainment training and certification for armed watch standers on various weapons, including pistols, rifles, and machine guns. The WSTS will reduce the cost of conducting training and certification by minimizing the expenditure of live ammunition. • The contract is for a Weapons Synthetic Training System (WSTS) to support sustainment training and certification for armed watch standers. • The WSTS must support training on various weapons, including M18 pistols, rifles, and machine guns. • The system will reduce the cost of conducting training and certification by minimizing live ammunition expenditure. • The contract is expected to be awarded on a Sole Source basis to Conflict Kinetics Corporation. • Interested parties may submit capability information by 23 June 2026, which will be considered for determining whether to conduct a competitive procurement.
