The Bureau of Justice Assistance (BJA) is administering the State Criminal Alien Assistance Program (SCAAP), which provides payments to states and units of local government that incur costs due to the incarceration of undocumented criminal aliens. The program is open to state governments, city or township governments, county governments, and others. The application process involves providing information about individuals incarcerated for at least 4 consecutive days during the reporting period and whom the applicant government knows or reasonably believes were undocumented criminal aliens.
