The City of Davenport, Iowa is soliciting proposals from qualified firms to provide engineering services for the development of plans and specifications for the bidding and construction of three projects that will reduce the frequency and severity of crashes for all users, including pedestrians, bicyclists, and motorists. The projects include converting a signalized intersection to a roundabout, constructing dual left-turn lanes, and replacing an unsignalized T-intersection with a one-lane roundabout. The selected firm will be responsible for completing tasks and milestones according to a negotiated timeline and will provide full professional engineering services necessary to advance the project from concept development through preparation of final Plans, Specifications, and Estimate (PS&E). • The projects will be funded by federal-aid highway funds and will be administered through the Federal Highway Administration (FHWA). • The City reserves the right to award all three project packages to the highest-ranked firm or distribute project packages among the highest-ranked firms. • The selection criteria include key personnel qualifications, firm experience with similar projects, ability to manage time schedule and project budget, present and projected workloads, and clear and consistent communication. • The proposal should include a cover letter, firm background, communication style, key personnel resumes, key personnel workload, project profiles, project approach, and anticipated design schedule.
