The County of St. Charles is seeking a qualified contractor to reconstruct approximately 0.41 mile of Duello Road (Phase II) from the south side of the bridge over Peruque Creek to about 300 ft south of Columbia Downs Drive. The work includes full‑depth reconstruction, grading, asphalt paving, curb and gutter installation, ADA‑compliant 5‑ft sidewalk, drainage structures, and related appurtenances. The contract will be awarded to the lowest responsive and responsible bidder and requires a performance bond, payment‑and‑materials bond, and a bid guarantee of at least 5 % of the base bid. Prevailing‑wage rates, Buy‑America compliance, OSHA 10‑hour safety training, and E‑Verify enrollment are mandatory. No second‑tier subcontracting is allowed, and a DBE goal of 0 % is noted.
