Description
The City of Charleston is seeking Expressions of Interest from qualified firms to provide (1) Construction Engineering and Inspection (CEI) services for the Capital Connector multimodal corridor project and (2) West Virginia Department of Transportation (WVDOH) Section 401.7 verification testing services for the City’s FANS Route paving project. Firms must submit a PDF proposal that details experience, staffing, relevant certifications, and references; pricing is not part of the EOI. The solicitation includes strict deadlines and a short‑list interview process for up to three firms.
• CEI services cover daily on‑site inspection, QA/QC compliance with FHWA 23 CFR 637 Subpart B, documentation, and coordination with federal and state agencies.
• Verification testing requires WVDOH‑approved asphalt testing personnel (minimum two field technicians, two compaction technicians, and a radiation‑safety technician) for approximately 70,000 sq yd of milling and 6,000 tons of HMA paving.
• Submission must be a PDF (≤ 15 MB) or a secure shareable link for larger files, due by 1 PM on 9 Sept 2026; questions are due by 1 PM on 25 Aug 2026.
