The FY 2026 Defense Community Infrastructure Program is a competitive grant program designed to address deficiencies in community infrastructure that can support a military installation's readiness and lethality. The program will provide funding for projects that enhance the readiness of a military department or mission assurance at a military installation, enhance military family quality of life, and contribute to the training of cadets enrolled in an independent Reserve Officer Training Corps program. Eligible applicants include state and local governments, and not-for-profit, member-owned utility services. The program requires a local cost share of at least 30% of the total funding required for the community infrastructure project.
• Eligible projects include transportation, community support facilities, utility infrastructure, and demolition projects that support a military installation and are owned by a state, local government, or not-for-profit, member-owned utility service.
• Projects must be construction-ready and include ground-disturbing activity.
• The program has a two-step process, with interested parties submitting a proposal, followed by an invitation to submit an application for funded grant awards.
• The Office of Local Defense Community Cooperation will determine the final amount of each award based on the recommendation of a Defense Community Infrastructure Program Review Panel, the availability of appropriations, and the provisions of Title 2 of the Code of Federal Regulations, Part 200.
