Notice of Intent to Sole Source

The Federal Emergency Management Agency (FEMA) intends to award a Firm Fixed Price sole source contract to THE GORDIAN GROUP, INC. for a comprehensive, nationwide, line-item residential construction cost database. The database will be delivered via Microsoft Access and must be natively structured to match RS Means data for seamless integration with FEMA's National Emergency Management Information System (NEMIS). The requirement includes ongoing software licensing, real-time cost index updates, technical support, automated damage repair calculations, and survivor assistance determinations.
