The City of Philadelphia Water Department is seeking qualified contractors to replace the filtration media and under‑drain systems at the Baxter Water Treatment Plant. The scope includes removal of existing filter media and underdrains, installation of new HDPE dual‑parallel underdrains, placement of new anthracite and sand media, comprehensive testing, disinfection, dechlorination, and related civil‑structural repairs. The contract also covers ancillary work such as sweep‑arm bearing installation, concrete repair mortar applications, grout and epoxy injection, and provision of 480 V power for equipment. The bid is invitation‑only, with a $600 non‑refundable processing fee, a 10 % bid bond, and required LBE/SBE certifications.
