Technology of Participation (ToP)

The County of San Mateo’s Sustainability Department seeks a qualified vendor to deliver Technology of Participation (ToP) training and to facilitate up to 30 meetings per year using ToP methods. The vendor will provide a series of interactive training courses (up to 10 group trainings annually, each for ≤25 participants) and professional facilitation for strategic planning, community engagement, stakeholder consultations, and team‑building workshops. Certified ToP facilitators with at least five years of experience must supply training materials, pre‑meeting planning, post‑meeting summaries, and ensure ADA compliance. Services may be delivered in‑person at County facilities or virtually, with deliverables submitted within five business days after each event. The contract term is five years, with a total anticipated workload of roughly 40 – 50 engagements per year. • Provide ToP training courses (Facilitation Methods, Strategic Planning, Environmental Scanning, Participatory Action Planning). • Facilitate up to 30 meetings per year using ToP methodology. • Prepare agendas, meeting summaries, action plans, and minutes. • Deliver all training materials at least three business days prior to sessions. • Ensure all services are accessible per ADA. • Maintain communication with County project manager and comply with local procurement preferences.
