Phase 14 & 15 (2027-28) Sanitary Sewer Replacement and Rehabilitation Projects

The City of Edmonds, Washington is soliciting a Statement of Qualifications (SOQ) from consultants interested in providing design services for the Phase 14 and 15 Sanitary Sewer Replacement and Rehabilitation Projects. The projects aim to replace and/or rehabilitate approximately 2,000-7,000 linear feet of sewer main pipe per year at various locations within the city. Key points of the Request for Qualifications (RFQ) include: 1. **Project Scope**: The consultant will provide professional services, including site surveys, geotechnical engineering, cost estimates, engineered plans, specifications, and bid documents, with the option to provide engineering support during construction. 2. **Project Schedule**: The anticipated project schedule includes advertising and selecting a consultant in November 2025, with construction for Phase 14 starting in March 2027 and Phase 15 in March 2028. 3. **Submission Requirements**: SOQs must be submitted electronically in PDF format, with a maximum size of 10 MB, by December 11, 2025. 4. **Evaluation Criteria**: The City's Evaluation Team will assess SOQs based on the following criteria: - Project Approach (20 points) - Related Experience of Firms on the Team (20 points) - Qualifications of Proposed Project Manager (30 points) - Expertise of Key Staff (20 points) - References/Past Performance (10 points) 5. **Selection Process**: The City may invite selected firms to make oral presentations, and the most qualified firm will be determined based on all materials and information presented. 6. **Nondiscrimination**: The City of Edmonds commits to nondiscrimination on the basis of disability, race, color, or national origin in accordance with relevant laws and regulations.
