The City of Phoenix is establishing a 36‑month (with a possible 24‑month extension) Job Order Contract (JOC) to rehabilitate its sanitary sewer system, primarily 8‑ to 15‑inch clay pipe, using cured‑in‑place pipe (CIPP) and occasional dig‑and‑replace methods. Up to five qualified contractors will be selected on an on‑call basis to perform a wide range of services—including traffic control, sewer cleaning, CCTV inspections, bypass pumping, trenching, pavement restoration, manhole work, odor control, and full CIPP installation—under individual Job Order Agreements (JOAs) that will not exceed $4 M each. Contractors must submit a Statement of Qualifications (SOQ) by 12:00 pm PT on November 30, 2026 and may attend a pre‑submittal meeting on November 9, 2026 (optional).
