Description

West Basin Municipal Water District is seeking a qualified consultant to provide “Water Use Efficiency Framework Support” for its participating retail water agencies. The consultant will help agencies comply with California’s “Making Conservation a California Way of Life” regulations (SB 606/AB 1668), which require calculation of Urban Water Use Objectives, implementation of Commercial‑Industrial‑Institutional performance measures, and preparation of annual progress reports. The lead agency (West Basin) will manage the contract on behalf of the retail agencies, which together serve roughly one million residents. • Scope includes technical guidance, data analysis, reporting, and training to meet UWUO targets for four retail agencies (≈10,000 connections each). • Deliverables: compliance framework, methodology documents, data‑collection templates, annual report drafts, and stakeholder coordination. • Proposal must include qualifications, key personnel, detailed technical approach, and a price proposal with labor categories and rates. • Evaluation based on technical quality, experience, methodology, price, and small‑business/Veteran‑owned incentives. • Deadline: Oct 20, 2026 2 PM; questions due Oct 2, 2026 4 PM; award expected mid‑Nov 2026.

Budget estimate

$500,000 – $1,000,000

The solicitation does not disclose a budget. Based on typical consulting rates for environmental‑policy projects in Southern California (≈$150‑$250 per hour) and the assumed effort to support four agencies (each with ~10,000 connections) over a 12‑month period, a reasonable total contract value would fall between $500,000 and $1,000,000. The range accounts for variations in staffing levels, travel, data‑management tools, and any subcontracted specialist work.
