Diaper Distribution Demonstration Research Pilot (DDDRP)

The Diaper Distribution Demonstration and Research Pilot (DDDRP) is a demonstration program designed to evaluate the implementation and impact of expanded diaper distribution services. The program aims to test the ability of Community Action Agencies (CAAs) and other nonprofit community organizations to deliver a regular, sufficient supply of diapers to caregivers and children with low incomes, and to improve these families' overall health and economic well-being. The program has five areas of activity: establishing diaper distribution partnerships, providing training and technical assistance, working with diaper distribution partners to make bulk purchases, referring families to services that promote family stability and economic self-sufficiency, and participating in the federal evaluation of DDDRP. Key outcomes include meeting diaper needs, decreasing rates of missed days for children enrolled in child care, and increasing organizational capacity to provide diaper distribution services. • The program is funded by the Administration for Children and Families (ACF) and has a total available funding of $29 million. • The program has a cost-sharing requirement of 9% of the project's total cost. • Eligible applicants include CSBG state associations, tribes, and territories that were funded directly by CSBG in FY 2025, as well as individual CAAs with the support of a majority of all CAAs in the state. • The program requires quarterly performance reports and semiannual financial reports.
