Floodplain Ordinance Update and Certified Floodplain Manager Support Services

The County of Carroll, Virginia seeks a qualified consulting firm to support its floodplain management program. The firm will update the County’s Floodplain Ordinance to align with FEMA, NFIP, and state requirements, and will assist a County staff member in becoming a Certified Floodplain Manager (CFM). This work is funded through the Virginia Community Flood Preparedness Fund and aims to improve regulatory compliance and community resilience. • Update and rewrite the County Floodplain Ordinance to meet federal and state standards. • Provide technical assistance and training for a staff member to achieve Certified Floodplain Manager certification. • Coordinate with FEMA, the Virginia Department of Conservation and Recreation, and other stakeholders to ensure compliance. • Deliver all deliverables by the April 30, 2026 deadline. • Offer ongoing advisory support as needed for ordinance implementation.
