Green Infrastructure Design & Construction Management Services – RFQ for City of St. Louis Community Development Administration (CDA)

The City of St. Louis Board of Public Service is seeking qualified firms to provide on‑call architectural and engineering design services together with construction management for multiple green‑infrastructure projects funded through the Community Development Block Grant Disaster Recovery (CDBG‑DR) program. The work will support the City’s flood‑recovery efforts and include design of nature‑based stormwater controls, permitting, compliance with HUD and federal regulations, and oversight of construction activities. • Provide professional services for design and construction management of green‑infrastructure (rain gardens, permeable pavers, drainage restoration, etc.) • Must demonstrate experience with HUD CDBG‑DR compliance, environmental review, and federal labor standards • Requires a licensed Missouri architect or professional engineer as project manager; M/WBE outreach capability is desirable • Scope includes multiple task‑order projects under a single on‑call contract for the CDA • Deliverables: design plans, specifications, construction oversight, quality‑control procedures, and regulatory compliance documentation
