Transportation Engineering Services - Open End Contract

Cecil County Department of Public Works is soliciting proposals from qualified professional engineering firms to provide on-call transportation engineering services under an open-end contract. The scope of work includes planning, traffic analysis, design, construction phase services, and related tasks for complex transportation projects, including roadway and bridge construction projects. The selected firm(s) will be responsible for providing services on an as-needed basis through individual task orders issued by the County during the term of the contract. • Key services include preliminary planning, data collection, topographic surveys, environmental permitting, traffic analysis, design services, and construction support services. • The contract term is from July 1, 2026 to June 30, 2027 with renewal options. • The County reserves the right to reject any or all proposals and to waive any technicality or minor irregularity in a proposal. • The selection process will include an evaluation of proposals based on factors such as engineering firms' resources/capability, key staff/project team experience, past project performance, completeness of submission, and rate structure.
