Description

The City of Salisbury seeks qualified engineering firms to conduct a comprehensive PFAS source‑tracking and treatment‑planning study for the Park Water Treatment Plant. The scope is divided into six major tasks: capture‑zone analysis, groundwater flow modeling (including WHPA updates), design of a PFAS monitoring‑well network, evaluation of PFAS treatment technologies, alternate‑site analysis for plant relocation, and delivery of a final technical report with implementation recommendations. Proposals are evaluated on price, technical approach, experience/qualifications, and past performance, with a total of 100 points possible. The solicitation requires electronic submission of cost and response files, adherence to insurance requirements, and completion of multiple standard forms (SF‑330, affidavits, etc.). • Capture‑zone analysis using semi‑analytical models for multiple travel‑time zones. • Groundwater flow model (MODFLOW/WhAEM) development, calibration, and WHPA map updates. • Design and cost estimate for a PFAS monitoring‑well network on City property. • Evaluation of GAC, ion exchange, reverse osmosis, and emerging PFAS‑treatment technologies. • Alternate‑site feasibility study (up to three sites) with flood‑plain, dam‑break, and constructability analysis. • Final technical report consolidating all findings, cost estimates, and an implementation plan.

Budget estimate

$300,000 – $800,000

No contract value is disclosed. Based on comparable municipal PFAS studies, a full‑scope engineering effort of this magnitude typically ranges from $300,000 to $800,000, depending on the depth of modeling, number of monitoring wells designed, and the breadth of treatment technology analysis. Factors influencing the final amount include the complexity of the groundwater model, the number of alternate sites evaluated, and the level of detail required in the final report.
