The State of Vermont is seeking a vendor to replace legacy ELAN/E‑LINE circuits with enterprise‑wide Direct Internet Access (DIA) and commodity broadband circuits. The contract will cover provisioning, redundancy, billing consolidation, SLA compliance, security, and ongoing reporting for a five‑year term, with up‑to‑two optional one‑year extensions. The vendor must source circuits from any qualified provider, ensure dual‑feed redundancy for critical sites, allow flexible month‑to‑month or annual contracts, and support billing export in CSV/API format. SD‑WAN design, MPLS, and related services are expressly out of scope.
• Provide Layer‑3 DIA or broadband circuits (250 Mbps‑2 Gbps) with Ethernet hand‑off at each site.
• Deliver dual‑feed path diversity for critical locations and allow vendor‑agnostic sourcing (different providers for primary/secondary feeds).
• Meet minimum SLA of 99.9 % uptime, ≤ 40 ms latency, ≤ 15 ms jitter, ≤ 0.5 % packet loss, with 24×7 NOC support.
• Supply consolidated monthly invoicing, CSV/API billing data, quarterly security attestations, and quarterly/annual operational reviews.
• Contract length 5 years (optional two 12‑month extensions), with the State able to cancel or modify bandwidth at any time without penalties.
