Description

The U.S. Air Force is conducting a market‑research “Sources Sought” to gather input from Kuwaiti contractors for a future Blanket Purchase Agreement (BPA) that will cover full‑depth airfield pavement repairs at Ali Al Salem Air Base, supporting heavy C‑17 operations. The BPA will be used for task orders ranging from about 5,000 KWD to 50,000 KWD. Respondents are asked to comment on material standards, supply‑chain capabilities, equipment, labor, mobilization timelines, QA/QC processes, and pricing structures. No contract will be awarded based on these responses and no payment will be made for the information submitted. • Identify any ASTM/UFC submittal requirements that create undue hardship. • Propose local equivalents for materials and testing methods. • Confirm ability to source compliant aggregate, asphalt coats, rapid‑setting concrete, and cementitious base. • Detail equipment, labor, and mobilization capacity (24‑48 hr notice). • Provide estimates for repair durations (e.g., 30 m × 30 m × 200 mm). • Describe third‑party QA/QC labs and reporting capabilities. • Suggest fair pricing structures for mobilization and task‑order costs.

Budget estimate

$20,000 – $200,000

Each individual task order under the future BPA is expected to be valued between 5,000 KWD and 50,000 KWD. Using an approximate conversion rate of 1 KWD ≈ 3.28 USD, the monetary range per task order is roughly $16,400 – $164,000. Assuming a contractor might win multiple orders over the life of the BPA, a realistic annual revenue estimate could fall between $20,000 (single small order) and $200,000 (several larger orders). The final budget will depend on the number of task orders awarded, the chosen pricing structure (lump‑sum vs. equipment‑based), and any additional mobilization or material cost adjustments.
