Description

Collier County is establishing a three‑year pool contract for qualified vendors to provide comprehensive beach and waterway maintenance services on an as‑needed basis. Services include debris removal, sand management, dune work, shoreline stabilization, erosion control, channel and inlet upkeep, beach renourishment, and emergency response. Vendors must hold a Florida General Contractor or Marine Contractor license and be capable of supplying labor, equipment, materials, permits, and all necessary resources. The contract will be awarded to one or more vendors based on qualifications; subsequent work will be quoted per project, with emergency work handled via expedited purchase orders. The agreement includes two optional one‑year renewals and may be funded partially by FEMA or other grant programs. • Scope covers beach cleaning, surface maintenance, access point upkeep, signage, vegetation management, sand redistribution, waterway/channel/inlet clearing, non‑structural erosion control, drainage maintenance, and emergency response. • Work performed at designated beaches, dunes, parks, waterways, inlets, and related coastal sites throughout Collier County. • Vendors must provide all labor, supervision, equipment, permits, and incidentals; maintain safety and environmental compliance. • Initial qualifications submission due November 12 2026; pre‑proposal conference October 27 2026 (optional). • Contract term: 3 years with two 1‑year renewal options; annual spend historically ≈ $500 k. • Pricing for non‑emergency work will be quoted per project; emergency work paid on negotiated time‑and‑material rates. • Required licenses: Florida General Contractor or Marine Contractor; experience in beach/coastal maintenance required.

Budget estimate

$1,000,000 – $2,000,000

Based on the County’s historical annual spend of approximately $500,000 for beach and waterway maintenance, a three‑year contract could generate roughly $1.5 million in revenue. Accounting for potential renewal years, variable project volume, and the mix of non‑emergency and emergency work, the realistic earnings range is estimated between $1 million and $2 million over the base term. Factors influencing the final amount include the number of work orders issued, emergency event frequency, and any additional grant‑funded projects that may be added.
