Description

The Municipality of Anchorage is seeking a qualified contractor to execute an “as‑required” term contract for the design‑build, construction, and ongoing maintenance of park and trail improvements throughout the Eagle River/Chugiak service area. The work covers a broad range of civil‑construction tasks—including site clearing, excavation, drainage, concrete curbs and sidewalks, asphalt paving, trail upgrades, parking‑lot work, and installation of park furnishings such as benches, trash receptacles, and turf. The contract will be awarded on a base‑value of up to $1.5 M per contract, with the possibility of three one‑year renewals (total potential ceiling $4 M) and individual task‑order ceilings of $250 k (or $500 k with approval). The solicitation requires a bid bond, performance/payment bonds, and comprehensive insurance coverage, and includes mandatory compliance with Alaska prevailing‑wage rates, EEO provisions, and extensive documentation (e.g., SWPPP, traffic control plans, and as‑built records). • Scope: full range of park‑facility construction, trail upgrades, landscaping, and related site work on an on‑call basis. • Location: Eagle River and Chugiak areas of Anchorage, Alaska. • Contract value: up to $1.5 M per base contract; total possible spend $4 M with renewals. • Required qualifications: valid Alaska contractor license, bonding capability, insurance, and no recent debarments or safety violations. • Timeline: questions due Oct 9 2026; proposals due Oct 22 2026; contract term 1 year with up to three annual renewals.

Budget estimate

$1,000,000 – $4,000,000

The solicitation references a maximum base‑contract value of $1.5 M, with the possibility of three one‑year renewals bringing total potential spend to $4 M. Assuming the contractor wins the initial contract and performs the full scope, earnings could range from roughly $1 M (minimum realistic award) to $4 M (if all renewals are exercised and task‑order ceilings are fully utilized). The estimate accounts for typical municipal profit margins (8‑12 %) and the breadth of work (civil, concrete, asphalt, landscaping).
