Description

The Pierce County Parks & Recreation Department is soliciting bids for Phase 1 site improvements at Orangegate Park (North) in Tacoma, WA. The project will transform 40 acres of undeveloped forest into a multi‑use public park featuring an ADA‑compliant nature playground, parking lot, bioswales, wetland areas, an off‑lease dog park, park shelters, a restroom/maintenance building, soft‑surface hiking trails, and a safe pedestrian crossing of 84th St E with a trail connection to the existing Pipeline Trail. The scope includes comprehensive site work: earthmoving, grading, utility installation (water, sanitary sewer, storm drainage, electrical including EV charging), paving, curbs, site furnishings, landscaping, and construction of structures such as shelters and the restroom building. The contract will be awarded to a single prime contractor who must coordinate closely with Pierce County’s Natural Lands team and other authorities having jurisdiction. Numerous alternates (e.g., picnic shelter, off‑leash area trail, split‑rail fencing, trail signage) are included, and the specifications follow the 48‑Division MasterFormat. • Location: Orangegate Park North, 84th St E & 46th Ave E, Tacoma, WA • Scope: Full park development – grading, utilities, drainage, paving, structures, playground, dog park, trails, signage, and related site improvements • Contract type: Single‑prime, bid‑by‑invitation (Invitation for Bid) • Estimated size: ~40 acres of land, multiple civil‑engineering and construction trades involved • Required coordination with county natural‑lands staff, archaeological monitoring, and utility providers • Deliverables: Completed park facilities, as‑built documentation, operation & maintenance data, and compliance with all local, state, and federal regulations.

Budget estimate

$10,000,000 – $20,000,000

The bid package does not disclose a contract value. Based on comparable municipal park projects of similar size (≈40 acres) and scope—including extensive earthwork, utilities, structures, playground equipment, and landscaping—the total construction cost is typically in the $10 million to $20 million range. Factors influencing the final amount include site conditions (soil remediation, unsuitable soils), the extent of storm‑water infrastructure, the number and quality of playground and shelter structures, and any alternates that may be elected (e.g., picnic shelter, dog‑park amenities). Therefore a reasonable estimate for the contractor’s award value is between ten and twenty million dollars.
