DHS/Actual Acquisition Cost

The Minnesota Department of Human Services is seeking a contractor to develop, implement, and maintain a Minnesota-specific Average Actual Acquisition Cost (MNAAC) program for outpatient drug reimbursement. The contractor will be responsible for creating and implementing a plan to maintain the MNAAC program, which includes surveying acquisition costs, determining MNAAC rates, and coordinating with the state's pharmacy claims processor and pharmacy benefit managers. The contractor will also be responsible for providing reports, maintaining a web-based MNAAC list, and developing a frequently asked questions mechanism. The contract is expected to start on November 1, 2025, and end on October 31, 2027, with the possibility of three one-year extensions. • The contractor must have experience in providing similar services, including surveying acquisition costs and determining reimbursement rates. • The contractor must be able to coordinate with the state's pharmacy claims processor and pharmacy benefit managers. • The contractor must be able to provide reports and maintain a web-based MNAAC list. • The contractor must be able to develop a frequently asked questions mechanism and provide timely responses to provider inquiries. • The contractor must be able to accommodate the need to set MNAAC rates at a FDB generic grouping and HCPCS levels, as well as at a NDC level if requested by the state.
