Description

Gainesville Regional Utilities (GRU) is seeking competitive bids to supply both conventional pole‑mount and single‑phase pad‑mount distribution transformers on an as‑needed basis. The contract will run for three years (Oct 1 2026 – Sep 30 2029) with the possibility of two‑year extensions and a six‑month optional extension. All transformers must be from an approved manufacturer, meet the detailed technical specifications (voltage, KVA, loss tolerances, certified test reports, etc.), and be delivered FOB destination to GRU’s facilities in Gainesville, FL. Bidders must submit pricing for a range of sizes (10 kVA to 167 kVA) with quantities totaling roughly 429 units across both product families. The solicitation includes requirements for quality control, warranty, price‑adjustment methodology, and compliance certifications (drug‑free workplace, anti‑human trafficking, etc.). Evaluation will be weighted heavily toward price (55 %) with additional points for understanding of approach, lead time, price‑adjustment method, warranty, qualifications, and references. • Supply of conventional pole‑mount transformers (10 kVA‑100 kVA) – approx. 230 units total. • Supply of single‑phase pad‑mount transformers (25 kVA‑167 kVA) – approx. 199 units total. • All units must meet GRU’s loss tolerances (≤10 % NO‑LOAD loss variance, ≤6 % TOTAL loss variance). • Required certifications: test reports, quality‑control inspection, warranty, drug‑free workplace, anti‑human trafficking. • Submission via OpenGov e‑procurement portal; no bid bond required. • Key dates: Questions due Sep 25 2026, bid due Oct 13 2026 2 pm, award Oct 30 2026.

Budget estimate

$10,000,000 – $20,000,000

The solicitation lists roughly 429 transformers across multiple voltage and KVA ratings. Assuming an average unit price of $25,000‑$45,000 (typical for utility‑grade distribution transformers of these sizes), total contract value would likely fall between $10 million and $20 million. Larger KVA units (75‑167 kVA) push the upper bound, while the lower‑rated 10‑25 kVA units pull the lower bound. Additional costs for warranty, price‑adjustment mechanisms, and logistics are included in the unit pricing, so the estimate reflects the full contract amount.
