The U.S. Navy’s Naval Air Warfare Center Training Systems Division (NAWCTSD) plans to award a sole‑source contract to General Dynamics Mission Systems (GDMS) for comprehensive updates and modifications to the Integrated Tactical Trainer (ITT) 2B and 2C operating systems supporting the Littoral Combat Ship (LCS) Independence Variant. The effort includes upgrading to Windows 11, Red Hat Enterprise Linux, installing VSHIP 10, removing Splunk, adding Aria Cybersecurity, updating hypervisors, video display systems, after‑action review hardware, and integrating with Common Mission Package Trainers (CMPTs) and the Multi‑Data Link Management System. GDMS, as the OEM for the ITTs and VSHIP licenses, will handle design, fabrication, procurement, delivery, installation, integration, configuration, documentation, testing, and concurrency activities at Naval Station San Diego. The government seeks written technical capability statements to confirm that competition would not be advantageous; a formal solicitation may follow if a competitive source is identified.
• Upgrade OS to Windows 11, Windows Server, and Red Hat Enterprise Linux per DoW cyber directive.
• Install and integrate VSHIP 10, convert scenario files, and replace Splunk with Aria Cybersecurity.
• Update hypervisors (ESXi 7 U3) and video display systems for new OS compatibility.
• Provide configuration management, technical documentation, testing, and concurrency for LCS trainer devices (20B14 SN1 & SN2).
• Deliver integration with CMPTs, MDLMS, and other shipboard tactical systems; support lifecycle training capability.
• Submission of a max‑10‑page technical capability statement due September 11 2026.
