The Defense Commissary Agency (DeCA) issued an RFI seeking a comprehensive, DoD‑compliant solution to manage and maintain its worldwide mobile‑computing fleet of Zebra handheld terminals. The effort includes software licensing, dedicated server infrastructure, device staging, global logistics, 24/7 technical support, and rigorous cybersecurity compliance, with optional CLINs for periodic technology refreshes.
• Annual per‑device SOTI MobiControl subscription for roughly 2,709 Zebra Android handsets.
• Full lifecycle hardware support—including rapid‑exchange spares, warranty coordination, and global distribution to CONUS and OCONUS sites.
• Dedicated production and test server environments (Windows Server, SQL Server) with RMF/eMASS documentation, 21‑day patch deployment, and DoD PKI integration.
• Integration with DeCA’s retail, inventory, and price‑verification systems plus barcode/peripheral management (printers, Bluetooth devices, vehicle cradles).
• Mandatory authorized‑partner status with Zebra (Premier) and SOTI, plus compliance with DoD 8140/8570 cybersecurity workforce requirements and Section 508 accessibility.
